Mayors run a city. A governor runs a whole state — every lounge and every mayor under it. One seat per state, and it's open to anyone who already holds a city — claim a city, then take the state. Governors earn 1% of everything their state generates: paid in coins, or in real dollars once you hit Movie Star.
